Sorry, but that means there's no intervention or delaying of this Plan by us earthlings. It's all set 'in stone', and none can change It, for Yehovah is in control. There's a lot of hogwash idealism being put forth in the world teaching that mankind with better science and world peace can stop the ultimate cleansing God is going to bring upon this earth. Nope. Nothing man can do will change the big clean-up coming, and that's God's Message to us in these verses.
So just where is this 'My land' and 'My mountains' which our LORD is talking about? GOD refers to Zion, meaning, in Mount Zion Jerusalem, and that's where this 'Assyrian', or Lucifer, will set himself up as Christ, but Lucifer will be 'a spurious Messiah', and not GOD at all, but only 'a man', the 'antichrist' (which means the 'in place of Christ' in the Greek; Strong's nos. 473 & 5547).

Isa 14:28   In the year that king Ahaz died was this burden.
29    Rejoice not thou, whole Palestina, because the rod of him that smote thee is broken: for out of the serpent's root shall come forth a cockatrice and his fruit shall be a fiery flying serpent.

What acts did Ahaz the king of the 'house of Judah' commit? You'll find in...

 2 Chron.28:

...That Ahaz trusted not in God, but upon Assyria, and the king of Assyria. The Edomites and the Philistines came upon Judah and Jerusalem, invading cities of the low country and of the south of Judah. Back in Isaiah 10 we covered the Assyrian (a future role also for Antichrist) coming upon Jerusalem, city by city. Are we not seeing a familiar repeat of all this in today's modern State called Israel?

Isa 14:30   And the firstborn of the poor shall feed, and the needy shall lie down in safety: and I will kill thy root with famine, and he shall slay thy remnant.

These 'firstborn' and 'needy' are those who put their trust in GOD during these times today. But others like 'thy root' and 'thy remnant' are those who will be deceived by the false messiah. Their 'famine' is of not understanding God's Word.

Isa 14:31   Howl, O gate; cry, O city; thou, whole Palestina, art dissolved: for there shall come from the north a smoke, and none shall be alone in his appointed times.

During the time in our near future
when false messiah comes, everyone, and I do mean everyone, will turn to either our Father Yehovah and His Son, or the false messiah, Satan, i.e. the Assyrian. Atheism will be an impossibility.

Isa 14:32   What shall one then answer the messengers of the nation? That the LORD hath founded Zion, and the poor of His people shall trust in it.

When Christ Jesus does return, everyone will then know that GOD has set Zion to be His habitation on earth, and His People that are humble (poor) will inherit It. Not the puffed up, not the haughty, not the wicked ones, but God's People whom He chose even before the foundations of this earth age.

That ends a very important and informative Chapter in Isaiah and in all of God's Word. I truly feel sad for those who just bypass these Messages from our Father here in The Old Testament, for they truly speak volumes concerning today's times upon this earth. Even in this Book of Isaiah, The Gospel Message of Christ weaves all throughout It, while giving much meaning to the Book of Revelation. I highly recommend that you now go back and study God's other prophets, especially the 12 Books of the Minor Prophets, for this same Message of Isaiah is contained within them.
