That means God's True Heavenly Israel, i.e. a spiritual Israel not of the flesh, but of Christ's Heavenly inheritance. When the 'veil' of this flesh age is torn away at Christ's coming, and thereby ending this age of flesh, then all knees will bow to Christ our KING.
Isa.45:23: I have sworn by Myself, the word is gone out of My mouth in righteousness. and shall not return, That unto Me every knee shall bow, every tongue shall swear.
Rom.14:11: For it is written, “As I live, saith the Lord, every knee shall bow to Me, and every tongue shall confirm to God.
Some will be "ashamed" at Christ's appearance. Such is the role of the five foolish virgins of Matthew 25; Read All. Who didn't prepare with a spare vessel of the Oil of God's Truth in their spiritual lamps (metaphor for the mind). But these of Jacob will not be ashamed, as written, for they are the work of God's hands, as they stayed in His Word line by line, instead of allowing the teaching of God's Word to become a carnival side show. Isa 29:24 They also that erred in spirit shall come to understanding, and they that murmured shall learn doctrine." Those who erred in spiritual matters during this flesh time will come to know God's Truth at that future time, and those who "murmured" (rebellious, backbiters; Strong's 7279) against Christ and His, "shall learn doctrine" of God's Word. And that's a big emphasis on the word "shall", for our Lord Jesus and His saints will rule with "a rod of iron" when Christ Jesus returns

Recall Acts 24:15; And have hope toward God, which they themselves also allow, that there shall be a resurrection of the dead, both of the just and unjust.
There is going to be real discipline when our Lord Jesus gets here, and that's why God's Word speaks of that "rod of iron".
