He still wishes to set up a 'perfect' utopian world, upon this earth, under his rule, and it just won't mature, because his kingdom and attempts at 'perfection' will always fail. That is guaranteed! So all the attempts of man to set up a perfect kingdom upon earth, is nothing more than trying to copy God's Perfect Kingdom upon earth, which was set up before Satan rebelled,
